What is that thing?

There was an old Saturday Night Live skit where Steve Martin repeatedly asked "What is that? What the heck is that? What is that thing?" I am asking the same question: What is that thing?

While looking for a place to live in Alameda, we came across this is in a potential neighbor's yard. I know lots of engineering and sustainability minded people read this blog. So perhaps one of you could enlighten me?
